It shows its working

Every line of the cascade names the base it was calculated on. A number you cannot trace is a number you cannot defend to an officer - so the system never produces one.

Each candidate code comes with the reasoning and, just as importantly, why the runner-up was rejected. A classification you can't explain is a classification you can't stand behind.

Rates that are dated

In a delivered system every rate carries a valid-from and valid-until date. When a gazette lands mid-year, the old rate is kept as history rather than overwritten, so last quarter's declaration still recomputes correctly.

All the way to the shelf

Duty is only half the question. Landed cost carries freight, clearing, transport and finance charges down to a per-unit figure - and then into the price you actually sell at.
